There a lot of enemies and items that remain the same from level 1 onwards, on top of most enemies in Main Game Morrowind being below level 15. One of the most common complaints about Oblivion is the fact that the world scales to your level; as you level up, the enemies get stronger, and so does the treasure you obtain from said enemies.
